Larisa Owen is Grants Director for the California State Guard Foundation.
Larisa is a Director at a nonprofit in the Orange County Area. She works on several programs including leading the veterans and military families projects. She holds a Masters in Business Administration and a PhD in Public Policy and Law.
Larisa has experience with local, state and national government agencies, and public policy organizations. She has worked on the development of tools and strategies that facilitate and enhance collaboration across agencies, focusing on the policies, funding streams, mandates, and barriers that challenge collaborative practice. In addition, she has been the lead evaluator on multi-year projects assessing collaborative courts, interagency services, peer support and data-sharing.
Besides volunteering as a training and operations officer with the California State Guard, Larisa enjoys spending time with her family. She is currently writing a children’s book on veterans kids.
